Registerable on a 1930 or 1931 vehicle via Special Interest registration in Oregon or a great addition to any collection. In 1930, Oregon chose to issue plates by fiscal year, instead of calendar year. To adjust the timing of plates being issued, they issued a decal that went in your front windshield that was valid for 6 months (instead of new license plates). Because of this, the DMV will allow you to register a 1929 or 1931 plate on a 1930 vehicle.
